Carrageenan: is it safe, is it banned, and what about the gut worries?

Quick answerCarrageenan, a thickener made from red seaweed, is permitted in food in the US, Canada and the EU. Babies are where the rules tighten: the EU list does not include it for infant formula fed from birth, and Canada sets caps of 300 to 1,000 ppm depending on the type of formula. 'Degraded' carrageenan (poligeenan) is a different, much smaller molecule that EFSA says is not authorised as a food additive, and it is the form IARC rated possibly carcinogenic. For food-grade carrageenan, EFSA called its acceptable daily intake temporary in 2018, and effects on the gut are still debated.

Permitted

FDA's regulation allows carrageenan in food as an emulsifier, stabilizer or thickener, except in standardized foods that do not provide for it (21 CFR 172.620). It is also on the National List of the USDA organic program: the advisory board recommended removal in 2016, but USDA kept the listing in 2018 after finding no adequate substitutes, the board voted against removal again in 2021, and USDA renewed the listing in 2023 until May 29, 2028. Canada

Permitted with conditions

Health Canada's list of permitted emulsifying, gelling, stabilizing or thickening agents (published October 20, 2025) allows carrageenan in named foods such as cottage and cream cheese, cream, salad dressings, ice cream mix and sherbet, and in unstandardized foods, at good manufacturing practice levels or with specific caps. Infant formula has its own caps, used singly and as consumed: 300 ppm in standard infant formula, 500 ppm in lactose-free milk-protein formula, and 1,000 ppm in formula based on isolated amino acids or protein hydrolysates. Human milk fortifier is capped at 60 ppm. [3]

European Union

Carrageenan (E407) and processed Eucheuma seaweed (E407a) are authorised additives, generally at 'quantum satis' (as much as needed). In the consolidated text dated August 18, 2026, E407 is not listed for infant formula (category 13.1.1) but is listed for follow-on formula (13.1.2) at up to 300 mg/L. The Annex also says the additives of 13.1.1 and 13.1.2, except E412, apply to foods for special medical purposes intended for infants. [4, 5]

What is carrageenan?

Carrageenan is a gel-forming carbohydrate extracted from red seaweeds such as Chondrus crispus (Irish moss), Eucheuma and Gigartina. In Europe, a less-refined version called processed Eucheuma seaweed (E407a) is evaluated alongside it.

One point causes most of the confusion. EFSA notes that industry defines food-grade carrageenan as a large molecule with a weight-average molecular weight of 200 to 800 kDa. Poligeenan, or degraded carrageenan, is a much smaller fragment (average about 10 to 20 kDa) that EFSA says has not been authorised as a food additive and is not used in food.

Why it's used, and where you'll find it

In food, carrageenan works as a thickener, stabilizer and emulsifier, keeping ingredients from separating and giving dairy products and dressings a smooth body. In cosmetics it is a viscosity-increasing agent.

What the research and regulators say

Food-grade carrageenan versus poligeenan

IARC's classification list shows native carrageenan in Group 3 (not classifiable as to carcinogenicity to humans) and degraded carrageenan in Group 2B (possibly carcinogenic to humans), both from 1987. EFSA noted that in animal studies degraded carrageenan caused colitis that progressed to tumors. It also flagged a gap: the low-weight end of commercial carrageenan may overlap with the weight range of degraded carrageenan, and no adequately validated method existed to measure it against the EU limit of no more than 5 percent below 50 kDa. What food-safety committees concluded

JECFA (FAO and WHO) set an ADI of 'not specified' in 2007 and 2014. In 2007 it called carrageenan in infant formula inadvisable; in 2014 it concluded use in infant formula or formula for special medical purposes at up to 1,000 mg/L is not of concern. EFSA (2018) found carrageenan is not absorbed intact and saw no concern for cancer or genetic damage, but because of uncertainties about the chemistry, exposure and toxicity data it called the group ADI of 75 mg per kg of body weight a day temporary. It also found that in some brand-loyal exposure scenarios intake exceeded that temporary ADI, by up to roughly ten-fold, and said that although exposure may be overestimated, this may be a safety concern. EFSA said its assessment does not apply to infants under 12 weeks and agreed that use in formula fed from birth remains inadvisable. A European Commission data call for follow-up was open from 2018, with a deadline extended to the end of 2022; we found no published EFSA follow-up opinion as of September 2026. [5, 6, 16]

Gut inflammation: suggestive, not settled

A 2024 review in Nutrients found that most laboratory and animal studies, including human cell cultures, reported inflammatory effects in the gut. Human evidence is thin. A 2017 randomised trial in 12 people with ulcerative colitis in remission found 3 relapses among those given carrageenan capsules and none on placebo; a 2023 randomised crossover pilot in 7 people taking high-molecular-weight carrageenan for 7 days found no differences in disease activity. EFSA said data on carrageenan and existing inflammatory bowel disease in humans were inadequate and results suggesting it might worsen it need clarification. The Nutrients review considers it probable that low-weight carrageenan can form by acid hydrolysis during digestion, while EFSA called that a theoretical possibility. All of this calls for more research, not proof of harm at typical food levels. [5, 10, 14, 15]

In cosmetics

The Cosmetic Ingredient Review (CIR) panel concluded in 2015 that carrageenan and its calcium, potassium and sodium salts are safe in present practices of use and concentration, but that data were insufficient for hydrolyzed carrageenan because it might behave like poligeenan. [11]

Who might choose to avoid it

Some people with inflammatory bowel conditions or a sensitive gut choose to avoid carrageenan because of the laboratory findings and the small relapse trial; that is a personal choice to discuss with a clinician, not a medical instruction.

On food labels look for carrageenan, carrageenan gum, Irish moss, Chondrus crispus extract or processed Eucheuma seaweed; in the EU, E407 and E407a. On cosmetics the name is Carrageenan.

Is carrageenan banned in Europe?

No. Carrageenan (E407) is an authorised EU additive. It is not listed for infant formula from birth, but is listed for follow-on formula at up to 300 mg/L (consolidated Regulation (EC) No 1333/2008, August 18, 2026).

Is carrageenan banned in Canada?
